Okay, I apologize if this is the wrong forum. But for those of you who make PhotoManips using Gimp, this effect can be helpful.
1. Open the image/banner without any text.
Here's the image I started out with, from Flickr Creative Commons. The text will come out all blurry, which is why you do it last.
2. On the top of the image's window, click on Dialogs, then go down to layers.
3. Right click the layer that says background and click on Duplicate layer. After the layer has been duplicated, it should say background copy.
4. Click on the layer that says background again, and set the Mode to Overlay. Then click on the "eye" near that layer, to make it invisable for now. Then set the Background copy layer to overlay.
5. Click on the Background copy layer. Then go back to your image, and go to the Filter tab. Then click Blur, and click Gaussian Blur. Set both Horizontal and Vertical at 5.0. Then click OK.
6. Go back to the Layers, and make the Background layer visable again.
And the finished product...
