Okay, I apologize if this is the wrong forum. But for those of you who make PhotoManips using Gimp, this effect can be helpful.

1. Open the image/banner without any text.
Here's the image I started out with, from Flickr Creative Commons. The text will come out all blurry, which is why you do it last.

2. On the top of the image's window, click on Dialogs, then go down to layers.

3. Right click the layer that says background and click on Duplicate layer. After the layer has been duplicated, it should say background copy.

4. Click on the layer that says background again, and set the Mode to Overlay. Then click on the "eye" near that layer, to make it invisable for now. Then set the Background copy layer to overlay.

5. Click on the Background copy layer. Then go back to your image, and go to the Filter tab. Then click Blur, and click Gaussian Blur. Set both Horizontal and Vertical at 5.0. Then click OK.

6. Go back to the Layers, and make the Background layer visable again.

And the finished product...

I have a similar Tutorial for Photoshop. This works well for all you GIMP users.
Great job! It's good for people who use different programs to have an alternative option. I haven't used GIMP yet, But i'm thinking I'll go download it for when Photoshop is going through one of its "Too much work... Will overload and delete all your work now." kinda moods.

Good tutorial, there aren't really that many for GIMP are there :S

Cowgirl, yeah its free and you go onto google, type in PortableApps, then on first one. Then go onto applications at the top and scroll down to find GIMP. once found, click on it and wait like 5 mins for the page to up-load properly, and click on the big dark red download button.
