First, Pick out your base.
Next pick out your desired color. Then, (I like using a dropshadow brush) put the mode on linear burn and color over the whole picture. Erase all the marks made outside of the base.
Your base should look something like this. First off, the hooves. Paint in the hoof.
Then, using white and a 1-pixel brush, paint a white streak down the side.
Blur the white streak. I like a dull shine, so I use 100% opacity, but it's your opinion.
Repeat with all of the hooves. Then using the color you chose for the horse and an opacity around thirty, shade in the parts of the horse that are very muscular (i.e. the neck, chest, legs and so on).
Then using the blur tool, blur the edges where the darker and lighter colors meet. And then, using the color you used for the horse and around twenty-eight opacity, color around the blurred edges and the eye.
Then, I do the eye. Pick a color for you iris, and make a 1-pixel loop on the inside of the eye.
Then shade in the rest of the eye with black.
Then, make a very small dot with white; it makes the eye look alert and intelligent.
