You need to put the picture as the background in the HTML. The tag goes in under your "Table" tag.. so the top tag, that you start your table with (assuming you can write HTML here, at least a simple amount) so your table tag should read, at the very least
Usually you'll have stuff like the alignment of it, the width/height etc. Howrse can't host your images, so remember to host it on another site! I personally use Tinypic as there's no bandwidth limits like on Photobucket - I find it horrible when I see "This user has exceeded their bandwidth quota for the month"! Tinypic doesn't require a signup either, though I have one now. Make sure to use the "direct link for layouts and graphics" though. Any link used for the background image should have an image format on the end, like .png or .jpg.
