A layout is all about HTML. Two pretty good starters guides I first learnt off were howrseinfo's http://howrseinfo.com/index.php/html-basics which explains about HTML in regards to Howrse and, weirdly enough, Neopet's guide (which was great, as it was in an easy-to-understand format, despite having to ignore some Neopets-only stuff) at http://www.neopets.com/help/html1.phtml
They teach you the basics but it's up to you to do what you want. I started off by taking other peoples free layouts on sites like Howrseinfo and then changing a few things, like the background image or small things. Slowly I worked up and now I'm attempting a full blown image/HTML alignment layout! I also developed my own style in that period of time.
One important code I find that those two don't mention is the autoscroll box, which is
and the closing tag
. If in an HTML format, the "and the closing tag" would start scrolling if enough was written! In that case, if anything above 260x200px of writing was done, then it would have started to scroll.

Argh, I mean div align="center" style="overflow: auto; width: 260px; height: 200px;" , add the chevrons yourself. I didn't realize that this had HTML enabled.. with closing tag /div.
