Layout Prograns

I've been tring to figure out what program you can use to make layouts, my cousins want a personlized one but don't want to keep asking people to make one. I have been wanting to make my own but don't no what the best programs are. What are the best programs in your guys opinion that are free to download.

i Use Photofiltre

i use photofiltre for the graphix and html kit for coding. normally, i take one of craxor's tuto codes and edit it till it fits what i need

Gimp and Photofiltre.

Gimp is better but more confusing. Its like photoshop, but free.

You don't use programs to make layouts, you use HTML. However, if you are talking about a layout image, I suggest GIMP. I use it myself and it's confusing at first but really easy once you get the hang of it. You can find it at www.gimp.org

Dreamweaver is a program you can use to create the codes for layouts, without having to do them yourself. I've tried the free trial, and I loved it. Next I need to make some money and buy it

I have this unknown program called Paint.NET. It's really simple but it makes pretty good graphics. You can get it at getpaint.net.
