How do you actually make coats and layouts are there special programs,sites?And how do you get the HTML code?

I make everything with GIMP, you can download it here: http://www.gimp.org/ . I usually write the HTML myself, but you can also find some here: http://craxor.free.fr/crixorcluwb/presentation.php .
