You can make banners with many programs...for example photoshop, photofilter, the gimp...

Well I was thinking more like where you can put lots of pictures on them and backgrounds and such

Im not sure what you mean lots of pictures....You can use a picture for a background on mybannermaker. Im not sure of any other programs though.

On GIMP you can have multiple layers and such and copy and cut and paste...Just go here: that's docs.gimp.org (put in the http://)

Oh that. Yeah, i know about that now. I use CS3, but it allows you to do layers and such. It makes things sooo much easier!

i use paint & photophiltre for them, but lunapic and a cupple others have online editing, animating, etc
